एमएसएमई पर बकाया वाले बयान को ग़लत ढंग से पेश किया गया: गडकरी

एमएसएमई को लेकर दिए गए बयान पर हंगामा मचने के बाद केंद्रीय मंत्री नितिन गडकरी ने सफाई दी है। गडकरी ने कहा कि वह इस बात से हैरान हैं कि उनके बयान को किस तरह ग़लत ढंग से पेश किया जा रहा है। 

गडकरी से सीएनबीसी टीवी18 के साथ बातचीत के दौरान सवाल पूछा गया था कि एमएसएमई के सामने बकाये की बड़ी परेशानी है और यह बकाया कितना है। गडकरी ने जवाब में कहा था कि इस बकाये का ठीक-ठीक अनुमान लगाना मुश्किल है और हमने एमएसएमई के बकाये को लेकर समाधान पोर्टल के जरिये 36 हज़ार करोड़ रुपये के विवाद का समाधान कर दिया है और केंद्र सरकार, राज्य सरकारों, इनके विभागों और कुछ बड़े उद्योगों द्वारा एमएसएमई पर 5 लाख करोड़ बकाया है। 

गडकरी ने कहा कि उन्होंने एक बैठक में उद्योग संगठनों सीआईआई, फिक्की से कहा था कि वे इस मामले का समाधान करें और बकाये का भुगतान करें। लेकिन इस बयान पर बवाल मचने के बाद गडकरी ने कहा कि सीएनबीसी टीवी18 के साथ बातचीत में उन्होंने प्राइवेट इंडस्ट्री से एमएसएमई का बकाया चुकाने की अपील की थी। 

उन्होंने ट्वीट कर कहा कि सभी एमएसएमई एसोसिएशन ने देर से मिलने वाले बकाये को एक बहुत बड़ी परेशानी बताया है। उन्होंने कहा कि केंद्र सरकार ने आर्थिक पैकेज में सभी सरकारी और सार्वजनिक क्षेत्र के उद्यमों को एमएसएमई को 45 दिन के भीतर बकाया चुकाने के लिए कहा है। 

गडकरी ने कहा है कि वर्तमान के संकट के समय में वह यह उम्मीद करते हैं कि मीडिया और विपक्ष मिलकर जिम्मेदारी भरी भूमिका निभाएंगे और उनकी इस अपील का समर्थन करेंगे कि सभी स्टेक होल्डर्स, जिनमें प्राइवेट इंडस्ट्रीज भी शामिल हैं, वे एमएसएमई का जल्द भुगतान करेंगे। 

कांग्रेस ने बनाया था मुद्दा

गडकरी के बयान को कांग्रेस के वरिष्ठ नेता और पूर्व वित्त मंत्री पी. चिदंबरम ने तुरंत लपक लिया था और ट्वीट कर कहा था, ‘नितिन गडकरी कह रहे हैं कि एमएसएमई का सरकारी उपक्रमों एवं सरकारी विभागों पर पांच लाख करोड़ रुपये बकाया है। वित्त मंत्री निर्मला सीतारमण ने एमएसएमई को तीन लाख करोड़ रुपये का ऋण देने की बात कही है। ऐसे में सवाल यह है कि उधार देने वाला कौन है और उधार लेने वाला कौन है।’

बीजेपी नेताओं का ही आरोप- कोरोना इलाज में घोर लापरवाही, योगी को भेजा पत्र

कोरोना काल के शुरुआती दौर में जो आरोप जमातियों ने लगाए थे, वही आरोप अब भाजपाई यानी सत्तापक्ष के लोग लगा रहे हैं। मेरठ के एक निजी मेडिकल कॉलेज के कोविड-19 वार्ड की अव्यवस्थाओं और अनियमितताओं के आरोप लगाते हुए जब सोशल मीडिया पर एक डॉक्टर ने वीडियो शेयर किया था तब मेडिकल प्रशासन ने कहा था कि शिकायतकर्ता को खाने में हलीम बिरियानी चाहिए थी इसलिए झूठा आरोप लगाया गया है, लेकिन अब जब चिकित्सा व्यवस्था में कमियाँ उजागर हो रही हैं और आरोप लगाने वाले सत्ता पक्ष से जुड़े हैं तब सरकारी अमले में खलबली मच गई है।

मेरठ के लाला लाजपतराय मेडिकल कॉलेज के कोविड-19 वार्ड में भर्ती एक मरीज़ का अपने परिचितों से बातचीत का ऑडियो वायरल होने के बाद ज़िला प्रशासन और स्वास्थ्य महकमे में हड़कंप मच गया है। यही नहीं, ज़मीन पर तड़प-तड़प कर इलाज की गुहार लगाते और कुछ देर बाद उसकी मौत का वीडियो वायरल होने के बाद चिकित्सा व्यवस्था की कथित क्रूरता और रोगियों की बदहाली की चर्चा आज पूरे मेरठ में हो रही है। इस मुद्दे पर मेडिकल कॉलेज प्रशासन जहाँ अपने को चुस्त-दुरुस्त बता रहा है वहीं डीएम ने इस पूरे मामले की जाँच सीएमओ को सौंपकर 24 घंटे में रिपोर्ट देने को कहा है। 

शास्त्री नगर के एक प्रतिष्ठित व्यापारी विनोद अरोड़ा और कोरोना के शिकार कारोबारी विजय खरबंदा की फ़ोन पर हुई बातचीत का ऑडियो 2-3 वीडियो के साथ वायरल हुआ। विजय खरबंदा कोरोना वार्ड में भर्ती हैं और ऑडियो में आपबीती के साथ वहाँ की आँखों देखी को साफ़ शब्दों में बता रहे हैं। साथ ही अपने परिचित मित्र से किसी और अस्पताल में शिफ्ट कराने की गुहार लगा रहे हैं। खरबंदा के इस ऑडियो को अगर आप ध्यान से सुनते हुए यक़ीन करेंगे तो आपको जानकर हैरानी होगी कि कोरोना पॉजिटिव मरीज़ों की चिकित्सा में घोर लापरवाही बरती जा रही है। वार्ड में गंदगी है, बेड की चादर तक नहीं बदली जा रही और टॉयलेट्स का हाल बदतर है।

वायरल ऑडियो में खरबंदा अपने मित्र और व्यापारी नेता विजय अरोड़ा से कह रहे हैं- मैं यहाँ पर बहुत परेशान हूँ। वार्ड के भीतर डॉक्टर नहीं आ रहे। यहाँ पर मरीज़ों को दवाइयाँ नहीं दी जा रही हैं। बेड पर चादर नहीं बदली जा रही है। सुबह का नाश्ता 11 बजे दिया जा रहा है। दवाइयाँ दो-दो दिन में दी जा रही हैं। यह व्यथा उस कोरोना मरीज़ की है जो कि मेरठ के मेडिकल कॉलेज के कोविड-19 अस्पताल में भर्ती है। मरीज़ ने अपने परिजनों से कोरोना वार्ड में फैली अव्यवस्था और चिकित्सकों द्वारा इलाज में बरती जा रही लापरवाही उजागर की।

इसी ऑडियो में खरबंदा एक मरीज़ का ज़िक्र कर रहे हैं जिसमें वह बता रहे हैं कि वह चीख रहा है, छटपटा रहा है लेकिन कोई डॉक्टर उसको देखने तक नहीं आया है।

मरीज़ के सिर में भयानक दर्द है और वह साँस लेने में दिक्कत बता रहा है। इसी मरीज़ के बाद में दो वीडियो भी वायरल हुए जिसमें वह वहाँ मौजूद स्वास्थ्यकर्मी से डॉक्टर बुलाने के लिए गिड़गिड़ाते हुए दिख रहा है और उसके बाद उसकी मौत हो जाती है। इसका भी वीडियो है जिसमें उसका शव बेड पर दिखाते हुए बताया जा रहा है कि यह मरीज़ तीन घंटे तड़पता रहा लेकिन न डॉक्टर आया न उसे चिकित्सा मिली जिससे उसने तड़प तड़प कर दम तोड़ दिया।

इस मामले में मेडिकल कॉलेज के प्रिंसिपल डॉक्टर आर सी गुप्ता का कहना है कि आरोप निराधार हैं। उनका कहना है कि इतने रोगियों में से एक-दो लोगों के आरोप महत्वहीन हैं। उनके मुताबिक़ सब चुस्त-दुरुस्त है और चिकित्सक पूरे मनोयोग और पूरी क्षमता के साथ जुटे हुए हैं, जबकि मेरठ डीएम ने मामले को गंभीरता से लेते हुए मेरठ के सीएमओ को जाँच के आदेश देते हुए 24 घंटे के भीतर रिपोर्ट माँगी है। 

एक तरफ़ प्रशासन जहाँ जाँच की बात कर रहा है वहीं बीजेपी नेताओं ने प्रशासन के ख़िलाफ़ मोर्चा खोल दिया है। बीजेपी नेताओं और कार्यकर्ताओं की नाराज़गी का कारण बीजेपी महानगर के कार्यकारिणी सदस्य विभांशु वशिष्ठ और उनके पिता की कोरोना से मौत हो जाना है जबकि उनकी माँ और भाई अभी ज़िंदगी और मौत के बीच जूझ रहे हैं। 24 साल का विभांशु बहुत लोकप्रिय था लेकिन उसके इलाज के दौरान चिकित्सकीय लापरवाही के आरोप लगे लेकिन तब विरोध इतना मुखर नहीं था।

बीजेपी के विधायक सोमेन्द्र तोमर ने इस मामले में मुख्यमंत्री योगी आदित्यनाथ को पत्र लिखकर माँग की है कि मेरठ मेडिकल कॉलेज के प्राचार्य के स्थान पर विशेष टीम नियुक्त की जाए। पत्र में विधायक ने लिखा है कि ज़िला प्रशासन और मेडिकल कॉलेज प्रशासन के बीच सामंजस्य का घोर अभाव होने की वजह से स्वास्थ्य सेवाओं, उपचार, दवाइयों और स्वच्छता में घोर लापरवाही बरती जा रही है। वर्तमान में बीजेपी के एक पार्षद और कई अन्य कार्यकर्ता कोरोना इलाज के लिए भर्ती हैं लेकिन उपचार और व्यवस्थाओं से सभी रूष्ट हैं। इसलिए आज जैसे ही ऑडियो-वीडियो वायरल हुआ वैसे ही हंगामा हो गया। बीजेपी विधायक सोमेन्द्र तोमर ने प्रदेश के विभागीय मंत्री से बात कर ताज़ा हालातों से अवगत कराया। उत्तर प्रदेश के स्वास्थ्य मंत्री मेडिकल कॉलेज की व्यवस्था दुरुस्त करने के लिए विशेष टीम भेज रहे हैं।

ऑडियो वायरल करने वाले व्यापारी सहित उत्तर प्रदेश बीजेपी व्यापार प्रकोष्ठ के प्रदेश अध्यक्ष विनीत शारदा ने पार्टी हाईकमान को शिकायत भेजते हुए कार्रवाई की माँग की है। विभागीय मंत्री से बात की है।

स्थिति की गंभीरता का अंदाज़ा इससे लगाया जा सकता है कि निजी लैब में जाँच करा रहे हैं और पॉजिटिव आने पर वे मेडिकल कॉलेज जाना ही नहीं चाहते। एक युवक तो सरकारी एम्बुलेंस आने पर घर से भाग लिया जिसे दौड़कर टीम ने उसे मुश्किल से घेर कर पकड़ा। इसी तरह एक अन्य व्यक्ति को सरकारी अस्पताल में इलाज के लिए ले जाया जाना था लेकिन उससे पहले ही सदमे से मौत हो गई।

क्या घर लौट रहे प्रवासी मज़दूरों से रेल भाड़ा लेने के मुद्दे पर भारतीय जनता पार्टी ग़लतबयानी कर रही है क्या इसके प्रवक्ता संबित पात्रा लोगों को गुमराह कर रहे हैं

ये सवाल इसलिए उठ रहे हैं कि बीजेपी प्रवक्ता संबित पात्रा ने कहा है कि रेलवे किसी मुसाफ़िर से किराया नहीं वसूल रहा है। उन्होंने कांग्रेस नेता राहुल गाँधी पर पलटवार करते हुए यह दावा किया। उन्होंने इसके साथ ही केंद्र सरकार के उस दिशा निर्देश का भी ज़िक्र किया जिसमें कहा गया है कि किसी मुसाफ़िर से भाड़ा नहीं वसूला जाएगा।

रेलवे बोर्ड ने भाड़ा लेने की बात मानी

पर रेलवे बोर्ड के अध्यक्ष वी. के. यादव ने यह साफ़ शब्दों में माना है कि लौट रहे मज़दूरों को मुफ़्त यात्रा की सुविधा नहीं दी जाएगी। उन्होंने इसका कारण भी बताया है।

उन्होंने इंडियन एक्सप्रेस से कहा, 'समस्या यह है कि आप एक बार यात्रा मुफ़्त कर देते हैं तो सभी लोग इसके हक़दार हो जाएंगे। इससे यह होगा कि यात्रा करने वालों की निगरानी करना मुश्किल हो जाएगा। यह सेवा सबके लिए नहीं है, यह सिर्फ़ फँसे हुए मज़दरों और छात्रों वगैरह के लिए है, इसलिए हम मामूली किराया ले रहे हैं।'

यानी रेलवे बोर्ड के अध्यक्ष यह मानते हैं कि यह मुफ़्त यात्रा नहीं है और इसके लिए भाड़ा वसूला जा रहा है। रेलवे ने अपने दिशा निर्देश में साफ़ कहा है कि वह रेल टिकट राज्यों को देगा और राज्य मुसाफ़िरों से पैसे वसूल कर उसे दे देगा।

रेलवे को भाड़ा हर हाल में चाहिए

गृह सचिव अजय भल्ला ने अख़बार से कहा, 'दो मई को जारी स्टैंडर्ड ऑपरेशनल प्रोसीज़र में रेल मंत्रालय ने साफ़ कर दिया है कि मुसाफ़िर से भाड़ा वसूला जाना है।'रेलवे के इस एसओपी में कहा गया है, 'राज्य सरकार के स्थानीय अधिकारी टिकट मुसाफ़िरों को सौंप देंगे और उनसे भाड़ा एकत्रित कर रेलवे को दे देंगे।'

रेलवे बोर्ड के अध्यक्ष इस बात को और साफ़ करते हैं। वे यह बिल्कुल स्पष्ट कर देते हैं कि रेलवे तो भाड़ा ज़रूर लेगा, भले उसके लिए पैसे मुसाफ़िरों को कोई और दे।उन्होंने इंडियन एक्सप्रेस से कहा,

“

'हमने देखा है कि 3-4 मॉडल सामने आ रहे हैं। कई जगहों पर नियोक्ता ही कर्मचारियों को घर जाने के पैसे दे रहे हैं, कुछ जगहों पर ग़ैरसरकारी संगठन उनके लिए पैसे का जुगाड़ कर रहे हैं। इसके बाद जिन जगहों से ये मुसाफ़िर ट्रेन पकड़ रहे हैं वे राज्य सरकार भाड़ा चुका रही हैं तो कुछ मामलों में ये मुसाफ़िर जहाँ जा रहे हैं, वहाँ की राज्य सरकार टिकट के पैसे दे रही है।'

झारखंड ने दिया भाड़ा

इसे समझने की कोशिश करते हैं। झारखंड सरकार ने राजस्थान के कोटा से राँची के नज़दीक हटिया तक की ट्रेन चलाने के लिए 5.4 लाख रुपये रेलवे को चुकाया है। झारखंड सरकार को अभी तेलंगाना के लिंगमपल्ली से हटिया तक चलाए गए श्रमिक एक्सप्रेस का भाड़ा चुकाना है।  

एक बात बिल्कुल साफ़ है कि यह रेल यात्रा मुफ़्त नहीं है, रेलवे इसके लिए भाड़ा ले रहा है। यह भाड़ा मज़दूर अपनी जेब से दें, उनका नियोक्ता दे, कोई ग़ैरसरकारी संगठन उन पर दया करे, जहां काम करते हैं वह राज्य सरकार दे या उनके गृह राज्य की सरकार दे। पर रेलवे को पैसे चाहिए।

इसे समझने के लिए गुजरात के सूरत से ओड़िशा के पुरी गए मज़दूरों का मामला लिया जा सकता है। सूरत के ज़िला कलेक्टर ध्रुव पटेल ने पत्रकारों से कहा कि उन्होने वहाँ के ओड़िया समुदाय के लोगों से कहा कि वह अपने यहां के प्रवासियों की सूची दें और उन सबसे भाड़ा वसूल कर दें। 

ओड़िया समुदाय का एक प्रतिनिधि एक अधिकारी के साथ रेलवे अधिकारियों से मिला, 1200 टिकट के पैसे दिए और उनसे टिकट ले लिया। उन्होंने ये टिकट मुसाफ़िरों को दे दिए।

रेलवे इन मुसाफ़िरों से स्लीपर क्लास का भाड़ा लेता है। उसके ऊपर से वह सुपरफ़ास्ट का सरचार्ज 30 रुपए लेता है, उसके ऊपर से हर टिकट पर 20 का रिज़र्वेशन चार्ज भी लेता है। मतलब, रेलवे कोई मुरव्वत नहीं कर रहा है, वह पूरा पैसा वसूल रहा है।

इसे इससे भी समझा जा सकता है कि 2 मई को गुजरात के सूरत से ओड़िशा के पुरी गई श्रमिक स्पेशल ट्रेन का भाड़ा प्रति टिकट 710 रुपए लिया गया। जो लोग अहमदाबाद से आगरा कैंट गए, उनसे 250 रुपए लिए गए।

नासिक के कलेक्टर सूरज मंधारे ने इंडियन एक्सप्रेस से इसकी पुष्टि करते हुए कहा कि नासिक से भोपाल 332 प्रवासी मज़दूर गए और सबसे 250 रुपए प्रति टिकट लिया गया।

बंगाल : राजनीतिक हथियार बना कोरोना, विधानसभा चुनाव की तैयारियाँ इसी सहारे

कोरोना संक्रमण पश्चिम बंगाल का नया राजनीतिक हथियार है, जिसका प्रयोग राज्य की सत्तारूढ़ पार्टी तृणमूल कांग्रेस और विपक्ष दल भारतीय जनता पार्टी अपने-अपने ढंग से कर रहे हैं। यह केंद्र और राज्य सरकारों के बीच की लड़ाई हथियार तो है ही, मुख्यमंत्री और राज्यपाल की निजी लड़ाई का भी हथियार बन गया है या बना दिया गया है ।

केंद्र बनाम राज्य

केंद्र सरकार यह नैरेटिव गढ़ने की कोशिश कर रही है कि मुख्यमंत्री ममता बनर्जी कोरोना संक्रमण को रोकने में पूरी तरह नाकाम हैं और उनकी इस नाकामी का ख़ामियाजा राज्य की जनता भुगतेगी।

राज्य सरकार यह साबित करने की कोशिश में है कि संकट की इस घड़ी में केंद्र उसकी मदद तो नहीं ही कर रही है, उसे ठीक से काम भी नहीं करने दे रही है, उसके काम में बेवज़ह हस्तक्षेप कर रही है।

इस लड़ाई में राज्यपाल जगदीप धनकड़ भी शामिल हैं, जो अपने कर्तव्य का हवाला देते हुए मुख्यमंत्री पर नियमित हमले कर रहे हैं और जिन्हें राज्य सरकार सत्ता हथियाने का केंद्र का औजार मानती है। 

राज्यपाल का हमला

अपने ताज़ा हमले में राज्यपाल ने शनिवार को  मुख्यमंत्री को लिखी एक कड़ी चिट्ठी में कहा कि स्वास्थ्य सेवा और जन वितरण प्रणाली की स्थिति 'नाज़ुक' है। उन्होंने बग़ैर किसी लाग लपेट के कह दिया कि 'राशन वितरण में किसी तरह का भ्रष्टाचार नहीं होना चाहिए, राजनीति नहीं की जानी चाहिए और यह ज़रूरतमंद ग़रीबों तक पहुँचना चाहिए, कालाबाज़ारी करने वालों को नहीं।' 

लेकिन वह यहीं नहीं रुके। राज्यपाल ने मुख्यमंत्री से अपील की कि वह अपने उस बयान के लिए माफ़ी माँगें जिसमें उन्होंने कहा था कि राजनीतिक दल उन गिद्धों की तरह हैं जो लाशों का इंतजार करते रहते हैं। 

मौत पर राजनीति!

इसके एक दिन पहले यानी शुक्रवार 1 मई को राज्यपाल ने कोरोना से जुड़ी जानकारियाँ और आँकड़े छुपाने और मामला दबाने का आरोप मुख्यमंत्री पर खुल्लमखुल्ला लगा दिया। उन्होंने ट्वीट किया, 'कोविड-19 आँकड़ा छुपाने का ऑपरेशन अब बंद कर दीजिए ममता बनर्जी और पारदर्शिता अपनाइए।'

राज्यपाल ने इसी ट्वीट में कहा कि '30 अप्रैल के स्वास्थ्य बुलेटिन में सक्रिय कोविड मामलों की संख्या 572 बताई गई थी, पर 1 मई को कोई बुलेटिन जारी ही नहीं किया गया।

अपनी तीखी ज़ुबान और बेलाग व बेलौस बोल के लिए मशहूर ममता बनर्जी ने इस पर ज़ोरदार पलटवार किया। उन्होंने साफ़ शब्दों में कहा, 'राज भवन को बीजेपी पार्टी कार्यालय में तब्दील कर दिया गया है।'

राज्यपाल पर हमला

तृणमूल सांसद कल्याण  बनर्जी ने कहा, 'राज्यपाल जानबूझ कर संविधान का उल्लंघन कर रहे हैं। उनका अपना एजेंडा है। ममता बनर्जी बहुत ही लोकप्रिय हैं और वह उनसे ईर्ष्या करते हैं। वह योजनाबद्ध तरीके से गंदा खेल खेल रहे हैं।'

बंगाल के मंत्री ज्योतिप्रिय मल्लिक ने कहा, 'राज्यपाल के पास कोई तथ्य नहीं है, आँकड़ा नहीं है। वह बीजेपी के दावों  के आधार पर बोल रहे हैं।'बीजेपी राज्यपाल के समर्थन में कूद पड़ी। राज्य बीजेपी अध्यक्ष दिलीप घोष ने कहा, 

“

'राज्यपाल अपना काम कर रहे हैं। हज़ारों लोग मर रहे हैं। राज्य और केंद्र के आँकड़े बिल्कुल अलग-अलग हैं। ममता बनर्जी इस पर सिर्फ राजनीति कर रही हैं।'

बीजेपी का वार

कोरोना से होने वाली मौतों पर राज्यपाल और बीजेपी का हमला यूं ही नहीं है। पश्चिम बंगाल सरकार का कहना है कि कोरोना से पीड़ित 105 लोगों की मौत हुई है। लेकिन इसके साथ ही वह यह भी कहती है कि इसमें 72 लोगों में दूसरे रोग भी थे, इसलिए उन मौतों को कोरोना से होने वाली मृत्यु नहीं कहा जा सकता है। राज्य सरकार का कहना है कि सिर्फ़ 33 लोगों की मौत कोरोना से हुई है। 

लेकिन इस संख्या पर लोगों को संदेह है, ख़ुद डॉक्टरों और दूसरे स्वास्थ्य कर्मियों को भी यह संख्या स्वीकार नहीं है। 

मौत पर विवाद

पश्चिम बंगाल सरकार ने एक कमेटी का गठन कर रखा है, जो हर कोरोना मृत्यु का डेथ सर्टिफिकेट देती है। डॉक्टरों और दूसरे स्वास्थ्यकर्मियों की संस्था 'बंगाली फीजिशियन्स' ने इस पर सवाल खड़े करते हुए मुख्यमंत्री को कड़ी चिट्ठी लिखी। 

केंद्र सरकार की ओर से भेजी गई टीम ने भी इस कमेटी पर सवाल उठाया। उसने पूछा कि क्या दूसरे रोगों  से होने वाली मृत्यु के मामलों में भी इस तरह की कोई कमेटी है। इसी तरह इस टीम ने यह सवाल किया है कि क्या इस कमेटी को इंडियन कौंसिल ऑफ़ मेडिकल रिसर्च से मान्यता मिली हुई है।

ख़ुद को ‘बंगाली फ़ीजिशियन्स’ कहने वाले समूह ने ममता बनर्जी को लिखी चिट्ठी में इस बात पर चिंता जताई है कि पश्चिम बंगाल में कोरोना की जाँच बहुत ही कम हो रही है और यह स्थिति बेहद परेशान करने वाली है।

इस समूह में डॉक्टरों के अलावा वैज्ञानिक, स्वास्थ्य कर्मी और दूसरे लोग भी हैं।

कोरोना जाँच पर राजनीति

इस चिट्ठी में कहा गया है कि दस लाख लोगों पर 33.7 लोगों की कोरोना जाँच राज्य में की गई है, जबकि राष्ट्रीय औसत 156.9 लोगों के जाँच की है। पश्चिम बंगाल में जितनी सुविधाएं हैं, उससे प्रति दस लाख पर 1,000 लोगों की कोरोना जाँच की जा सकती है।

डॉक्टरों ने कहा है, ‘वास्तव में कितने लोग प्रभावित हुए हैं, यह इस पर निर्भर करता है कि कितने लोगों की जाँच की जाती है, वे जाँच कितने सही हैं, और जिन लोगों में पहले से ही लक्षण नहीं पाए गए वैसे कितने लोगों की जाँच की जाती है।’ 

रेड ज़ोन पर विवाद

केंद्र सरकार के वर्गीकरण के आधार पर पश्चिम बंगाल में 10 रेड जो़न, 5 ऑरेंज और 8 ग्रीन ज़ोन हैं। पर ममता सरकार इस वर्गीकरण के आधार को ही नहीं मानती है। ज़ाहिर है, वह इन ज़िलों को रेड ज़ोन और ऑरेंज ज़ोन में होने से ही इनकार करती है। इस पर गहरा विवाद है। 

राज्य सरकार का दावा है कि राज्य में सिर्फ़ चार ज़िले- कोलकाता, हावड़ा, उत्तर 24 परगना और पूर्व मेदिनीपुर ही रेड ज़ोन में हैं। राज्य सरकार के स्वास्थ्य विभाग के मुख्य सचिव विवेक कुमार ने चिट्ठी लिख कर केंद्र से कहा है कि उसका यह दावा त्रुटिपूर्ण है कि पश्चिम बंगाल में 10 रेड ज़ोन हैं। 

इस चिट्ठी में राज्य सरकार ने केंद्र सरकार के उस आधार को ही खारिज कर दिया है, जिसके आधार पर पूरे देश को रेड, ऑरेंज और ग्रीन ज़ोन में बाँटा गया है। सरकार ने वर्गीकरण का अपना फ़ॉर्मूला सुझाया है। 

पश्चिम बंगाल में अगले साल विधानसभा चुनाव है। पर्यवेक्षकों का कहना है कि दरअसल कोरोना के बहाने बीजेपी और तृणमूल भविष्य की तैयारियों में लगी हुई हैं। दोनों का ही मक़सद कोरोना के सहारे विरोधी पर हमला करना और चुनाव में घेरने के लिए पृष्ठभूमि बनाना है।

यह कितना सही होगा, यह भविष्य पर निर्भर है। पर यह तो साफ़ है कि राज्यपाल के बहाने दोनों दलों के बीच की लड़ाई आने वाले दिनों में और तेज़ होगी।

नाइन मे है इसलिए एल नोट की वैल्यू हमेशा ही ज्यादा होगी एल से यानी की जो एक्चुअल लैंथ हैं उसके कम्पेयर में जब ऑब्जेक्ट मूव कर रहा होगा तो उसकी लैंथ छोटी होती चली जाएगी कम होती चली जाएगी अब आइये थ्री केस देख लेते हैं थर्ड केस है जब बी एक्चुअल सी हो जाएं यानी की जो ऑब्जेक्ट है उसकी वेलोसिटी लाइट की वेलोसिटी के इक्वल हो जाए इस केस में उसका लैंथ क्या होगा तो यह लेंथ हो जाएगा एल नोट अंडर रुट वन माइनस बी अपोन सी दोनों
एक्चुअल हो गए तो वन का इसकुआर
यानी कि ये वैल्यू हो जाएगी वन माइनस वन जीरो यानी कि एल की वैल्यू जीरो हो जाएगी यानी कि अगर कोई भी ऑब्जेक्ट अगर वेलोसिटी ऑफ लाइट से ट्रैवलिंग करेगा तो उस केस में उसकी लैंथ ज़ीरो हो जाएगी यानी की इन तीनों ही इक्वेशन से आप यह कन्क्लूजन निकाल सकते हैं कि कोई भी ऑब्जेक्ट आपके सामने से अचानक से गायब हो जाएगा यानी की उसकी लैंथ जीरो हो जाएंगी अगर वो वेलोसिटी ऑफ लाइट सी से
 ट्रैवलिंग करें तो और जब सी से ट्रैवलिंग करेगा यदि वेलोसिटी ऑफ लाइट से तो उस केस में उसका मास कितना होगा इन्फिनिटी होगा अभी हमने फाइडाउट किया था और जब मास इन्फिनिटी होगा तो उस केस में एनर्जी भी क्या हो जाएगी इन्फिनिटी हो जाएगी यानी की ऐसा पॉसिबल ही नहीं है कि कोई भी ऑब्जेक्ट वेलोसिटी ऑफ लाइट से ट्रैवलिंग करें क्योंकि एनर्जी अगर इनफिनिटी होगी इसका मतलब क्या हुआ कि पूरा का पूरा प्लेनेट है जो यूनिवर्स ही ब्लास्ट हो जायेगे तो इसलिए जो भी लोग यह कहते हैं कि कोई देवदूत आ गया कोई भूत आ गया कोई प्रेत आ गया अचानक से आया और अचानक से गायब हो गए बिल्कुल ही बिल्कुल बकवास बातें हैं बिलकुल ही बेकार थिंकिंग है ऐसा बिल्कुल भी पॉसिबल नहीं है और इसके लिए आइंस्टीन ने इन तीनों ही इक्वेशन इस बात को पूरी तरह से बैलट करते हैं कि समाज में ये जो भी बातें हैं भूत प्रेत की देवदूत की गवेल की ये सारी की सारी बिल्कुल ही बकवास बाते हैं तो उम्मीद है आप लोगों को इन तीन एकुअक्शन से मैथमेटिकल ये यह समझ में आ गया होगा कि क्या पॉसिबिलिटीज है वेलोसिटी ऑफ लाइट से अगर हम ट्रैवलिंग करें तो उन केसेस में हमारे मास क्या हो सकते है लैंथ क्या हो सकते और एनर्जी क्या हो सकती है तो आज बस इतना ही और भी और भी इंटरेस्टिंग बाते जो कि साइंस से रिलेटेड है और जो समाज में अंधविश्वास फैले हुए हैं उनका पर्दाफाश करने के लिए हम आपको और भी मैथमेटिकल और साइंटिफिक बाते लाते रहेंगे

कश्मीर: हिज़बुल से संबंध के आरोप में एक नेता गिरफ़्तार, बीजेपी के टिकट पर लड़ा था चुनाव

राष्ट्रीय जांच एजेंसी (एनआईए) ने जम्मू-कश्मीर के एक नेता को आतंकवादी संगठन हिज़बुल मुजाहिदीन से संबंध होने के आरोप में गिरफ़्तार किया है। इस नेता पर हिज़बुल के आतंकवादियों को हथियार सप्लाई करने का आरोप है। 

यह गिरफ़्तारी जम्मू-कश्मीर पुलिस के डीएसपी रहे दविंदर सिंह के मामले में चल रही जांच के दौरान मिली अहम जानकारी के बाद की गई है। दविंदर सिंह को इस साल जनवरी में हिज़बुल मुजाहिदीन के दो आतंकवादियों के साथ कार में पकड़ा गया था। इसके बाद दविंदर को नौकरी से निलंबित कर दिया गया था। तब सवाल उठे थे कि गणतंत्र दिवस से पहले दविंदर आतंकवादियों को दिल्ली क्यों ले जा रहा था।

गिरफ़्तार किए गए नेता का नाम तारिक़ अहमद मीर है और वह कश्मीर के शोपियां जिले के वाची गांव का सरपंच है। मीर ने 2014 में बीजेपी के टिकट पर विधानसभा का चुनाव लड़ा था और दिसंबर, 2014 में श्रीनगर में हुई एक चुनावी रैली में प्रधानमंत्री नरेंद्र मोदी के साथ मंच भी साझा किया था। 

मामले में विवाद बढ़ने के बाद बीजेपी की जम्मू-कश्मीर इकाई ने कहा है कि राष्ट्र विरोधी गतिविधियों में शामिल लोगों से पार्टी का कोई लेना-देना नहीं है और पार्टी तारिक़ को 2018 में ही बाहर का रास्ता दिखा चुकी है। 

राज्य बीजेपी के प्रवक्ता अल्ताफ़ ठाकुर ने कहा कि हमें नहीं पता कि तारिक़ ने विधानसभा चुनाव में टिकट कैसे हासिल कर लिया। तारिक़ को गुरुवार को जम्मू स्थित एनआईए अदालत में पेश करने के बाद 6 दिन की पुलिस हिरासत में भेज दिया गया है। 

नावीद बाबू ने लिया नाम!

तारिक़ का नाम हिज़बुल के आतंकवादी नावीद बाबू से पूछताछ के दौरान सामने आया है। दविंदर सिंह के साथ पकड़े गए दो आतंकवादियों में से एक नावीद बाबू भी था। नावीद बाबू को शोपियां में बेहद ख़तरनाक आतंकवादी माना जाता है और उस पर कई पुलिसकर्मियों और फल व्यापारियों की हत्या का आरोप है। 

ख़बरों के मुताबिक़, नावीद बाबू ने ही जांचकर्ताओं को बताया कि तारिक़ हिज़बुल को हथियार और गोला-बारूद की सप्लाई करता था। 

तारिक़ को सुरक्षा के तौर पर दो पुलिस अफ़सर भी मिले थे जबकि ख़ुफ़िया एजेंसियों ने तारिक़ के आतंकवादियों से संबंध होने की संभावना की रिपोर्ट दी थी। इसके बाद उससे सुरक्षा वापस ले ली गई थी। 

अधिकारियों का कहना है कि जांच के दौरान मिल रही जानकारियों से यह पता चलता है कि दविंदर के आतंकवादियों के साथ गहरे संबंध थे। दविंदर के साथ पकड़े गए आतंकवादी उसके श्रीनगर स्थित घर पर भी रुके थे। 2001 में संसद पर हुए हमले के दोषी अफज़ल गुरू ने भी दविंदर सिंह का नाम लिया था। 

दविंदर सिंह पर यह भी आरोप हैं कि उसने ही अफज़ल गुरू को दिल्ली भेजा था और संसद पर हुए हमले के लिए साजो-सामान जुटाया था। फांसी से पहले अफज़ल गुरू ने एक ख़त लिखा था जिसमें उसने कहा था कि दविंदर सिंह ने उससे संसद पर हमले के दोषियों का साथ देने के लिए कहा था। 

दविंदर सिंह की गिरफ़्तारी को लेकर कांग्रेस काफी मुखर रही थी। तब राहुल गांधी ने पूछा था कि दविंदर की गिरफ़्तारी पर प्रधानमंत्री, गृह मंत्री और एनएसए चुप क्यों हैं राहुल ने पूछा था, ‘पुलवामा हमले में दविंदर सिंह की क्या भूमिका थी उसने कितने आतंकियों की सहायता की और उसे कौन और क्यों बचा रहा था’

बीजेपी ने तारिक़ अहमद मीर से तुरंत पल्ला तो झाड़ लिया है लेकिन अगर तारिक़ का संबंध किसी और दल से रहा होता तो बीजेपी के नेता मिनटों के अंदर पाकिस्तान में सक्रिय तमाम आतंकवादी संगठनों से उसके तार जोड़ देते और उसे देशद्रोही, पाकिस्तान परस्त घोषित कर देते।

लॉकडाउन के बाद आप्रवासियों के लिए पहली ट्रेन तेलंगाना से झारखंड के लिए चली

लॉकडाउन के बाद पहली बार कोई ट्रेन चली। तेलंगाना में फँसे आप्रवासियों को उनको अपने गृह राज्य पहुँचाने के लिए। यह ट्रेन झारखंड के हटिया स्टेशन तक के लिए है। ट्रेन में क़रीब 1200 आप्रवासी हैं। यह सिर्फ़ एक ट्रेन है जिसको रेलवे ने एक बार चलाने की विशेष अनुमति दी। ट्रेन के खुलने के बाद रेल मंत्रालय ने बयान जारी किया कि यह तेलंगाना सरकार के आग्रह पर सिर्फ़ एक बार चलने के लिए एक ट्रेन को अनुमति दी गई। 

रेल मंत्रालय के एक अधिकारी ने जारी बयान में कहा है, 'यह केवल एक बार चलने वाली विशेष ट्रेन है। आगे की सभी रेलगाड़ियों की योजना केवल रेल मंत्रालय के निर्देशों के अनुसार और जहाँ से ट्रेन खुलेगी व जहाँ ट्रेन जाएगी वहाँ की राज्य सरकारों के अनुरोध पर बनाई जाएगी।'

झारखंड के मुख्यमंत्री हेमंत सोरेन ने ट्वीट कर इस बात की पुष्टि की और कहा कि केंद्र सरकार ने लोगों को राज्य में वापस लाने के लिए एक विशेष ट्रेन चलाने के उनके अनुरोध को स्वीकार कर लिया। उन्होंने कहा कि इसके बाद हमने उन्हें वापस लाने के लिए तुरंत काम शुरू किया।

सोरेन ने कहा, 'जैसे अन्य राज्यों में पढ़ रहे छात्र हमारे लिए महत्वपूर्ण हैं ठीक उसी तरह झारखंडी श्रमिक भी उतने ही अहम हैं। हर एक झारखंडी की सुरक्षा हमारी प्राथमिकता है और इसको लेकर आपकी सरकार बेहद संजीदा है।'

यह ट्रेन तब रवाना हुई है जब दो दिन पहले ही केंद्र सरकार ने दूसरे राज्यों और शहरों में फँसे लोगों के लिए ताज़ा निर्देश जारी किए हैं। इसमें इसने कहा है कि जिन आप्रवासी लोगों में कोरोना वायरस संक्रमण के लक्षण नहीं होंगे वे लॉकडाउन के दौरान भी अपने घर जा सकते हैं। गृह मंत्रालय के इस नये दिशा निर्देश में राज्यों से कहा गया है कि वे अपनी-अपनी नोडल एजेंसी तैयार करें और आप्रवासियों को ले जाने के लिए प्रोटोकॉल तैयार करें। जिस व्यक्ति को एक से दूसरी जगह ले जाया जाएगा उसकी स्क्रीनिंग होगी और कोरोना का कोई भी लक्षण नहीं दिखने पर ही जाने दिया जाएगा। इन आप्रवासियों में मज़दूर, छात्र, पर्यटक, श्रद्धालु सभी आएँगे। 

इस आदेश में कहा गया था कि लोगों को लाने ले जाने के लिए बसों को अंतरराज्यीय आवागमन के लिए मंजूरी दी जाएगी। इसके साथ ही साफ़-साफ़ यह भी कहा गया है कि हर ट्रिप के बाद बसों को सैनिटाइज किया जाएगा। अभी तक केंद्र सरकार ने ट्रेन चलाने से इनकार किया है। यानी ऐसे लोगों को बस में ही यात्रा करनी पड़ेगी। 

दूसरे राज्यों में फँसे मज़दूरों को अपने गृह राज्य में वापस लौटने देने के संबंध में निर्देश के कुछ देर बाद ही केंद्रीय गृह मंत्रालय ने कहा था कि 4 मई से देश के कई ज़िलों में लॉकडाउन में ढील दी जाएगी। गृह मंत्रालय के ताज़ा निर्देशों से साफ़ है कि देश के कई ज़िलों में जहाँ ढील दी जाएगी वहीं कई ज़िलों में लॉकडाउन जारी रहने की संभावना है। हालाँकि इस बारे में साफ़-साफ़ कुछ भी कहा नहीं गया है। 3 मई को लॉकडाउन की मियाद ख़त्म हो रही है। इससे पहले 14 अप्रैल को लॉकडाउन को तीन मई तक के लिए बढ़ा दिया गया था। 

बता दें कि सरकार का यह फ़ैसला ऐसे समय में आया है जब 3 मई तक के लिए लागू लॉकडाउन की अवधि ख़त्म होने वाली है और पंजाब, पश्चिम बंगाल सहित कई राज्यों ने कहा है कि वे लॉकडाउन को बढ़ाएँगे। लॉकडाउन के बीच ही उत्तर प्रदेश और मध्य प्रदेश जैसे राज्यों ने तो दूसरे राज्यों में फँसे लोगों को पहले से ही वापस अपने गृह राज्य लाने का कार्य शुरू कर दिया है।
